Worcestershire County Council Elections 2025
Our Offer
After 20 years of unchallenged Tory domination at Worcestershire County Council, people from Evesham to Wyre Forest are crying out for change. Only Labour is positioned to provide that change, as we are the only party that has any hope of forming a new administration.
Labour councillors and candidates take that responsibility seriously, and that is why we’ve developed our Roadmap For Change, full of straightforward, practical policies to put the County Council back on its feet.
We will run better bus services, with cleaner, more frequent, more reliable buses.
We help cut A&E waiting times by delivering more healthcare in the community.
We will ensure that every child has access to a quality local school that meets whatever learning needs they have.
We will fix the roads and the potholes, we will fight congestion, and we will make our public highways safe for pedestrians, cyclists and wheelchair users.
We will fight the scourge of county lines gangs by working with local police, redesigning our public spaces and providing a slew of new youth activities to provide a better alternative for our young people.
We hope you will use your vote this year to support our Roadmap for Change.
Our Candidates
Claines – Jenny Benfield

I am a proud mum of two adopted children, being one of the first disabled people to be allowed to adopt. I worked for over twenty years in media communication in the health service and in local government and have experience with English Heritage. I have also taught English to Muslim students in the Middle East.
As County Councillor for Claines I would use my experience to improve support for children and young people, especially those with Special Educational Needs. As a wheelchair user, I know how difficult it is to get about the city and further afield. Improving bus services is essential, as is fixing potholes and improving pavements.
Nunnery – Bash Ali

Since my election as a City Councillor for Nunnery Ward, I have worked hard to improve life for local residents. I carry out regular neighbourhood walkabouts and litter picks with residents; I have helped secure funding for better play equipment and have given full support to local community groups and organisations. I have worked with council officers to tackle rogue landlords and to hold Housing Associations to account. I work hard to make sure all residents are well represented and your voices heard at the City Council.
Now, I would like to bring that same commitment and work ethic to the county level—fighting for better NHS services, including improved access to dentists and fighting to improve SEND support for children and young people, so local families receive the care they rightfully deserve. I’ll push for a more reliable bus service and well-maintained footpaths to ensure everyone can get around safely. And I’ll get those potholes repaired properly!
Rainbow Hill & Fort Royal – Jabba Riaz

I’m Jabba Riaz, proud Worcester resident, seasoned councillor, and community campaigner standing to be your County Councillor for Rainbow Hill and Fort Royal. I don’t make promises I can’t keep—I listen, act, and deliver. From securing a new pedestrian crossing and improving safety outside Stanley Road School, to pushing for better bus services and facilities at KGV Playing Field, I have a proven record of results.
Road safety is personal to me, shaped by my own childhood experiences. I will keep fighting for improvements around St Barnabas School, Brickfields Road, and Astwood Road.
I stand on a platform of kindness, compassion, and action—not empty words. Following in Lynn Denham’s footsteps, I’m ready to go further for our community. No other candidate works harder or delivers more. If you want real change at County Hall, vote Jabba Riaz.
Love not Hate. Action, not promises, always at your service.
Riverside – Robyn Norfolk

I’ve lived in Worcester with my family for 25 years as an IT professional. I understand the importance of creating a thriving, accessible community.
Our day and night time economies are important. As your County Councillor, I will work tirelessly to ensure Worcester remains a vibrant, welcoming destination for businesses, tourists, shoppers, and residents alike.
Traffic congestion is a constant challenge, and as someone who relies on public transport, I’m committed to improving access to the city centre. I’ll prioritise making public transport safer and more efficient while promoting active travel options that benefit everyone.
As a parent of a disabled daughter, I will draw on my family’s experiences to fight for increased local education resources, ensuring every child has access to the support they deserve.
I am dedicated to bringing local voices into the conversation and making sure our community’s needs are met.
St John – Richard Udall

I have represented St John’s for over thirty years. I’ve helped many people with complaints, concerns and problems and I’m never afraid to speak up about local issues. I’m always willing to work with residents, friends and political opponents to achieve more for the community. As far as I’m concerned, St John’s must always come first.
I’m concerned about many local issues, about poor bus services, lack of new infrastructure to support the new housing and rat-running and speeding traffic. I also believe we need a new economic plan to bring jobs, shops and industry back to St John’s. I have significant concerns about crime and anti-social behaviour and will campaign for a new Police Station for St John’s and for the introduction of a new youth and careers service.
Once again, I seek your support, so I can remain the voice of St John’s at County Hall.
St Peter – Ian Benfield

Following 40 years working in environmental protection and the energy sector (latterly as Director of Strategic Development for a regulatory authority) I am now proud to call myself a carer for my wife and my autistic granddaughter, as well as supporting my adopted children. I also undertake voluntary work, helping with gardening and preparing and serving meals.
Political cynicism continues to rise. To counter those who seek to sow doubt and undermine trust, local politicians need to actively demonstrate to people, especially younger people, that we care about them, not ourselves.
This is why I want to help Worcestershire grow and diversify, attracting and growing industries such as education, clean energy and the creative sector. I also intend to use my experience of working with social services and special needs education to press for urgent improvements in service delivery in our community and to advocate for those who need support.
St Stephen – Ruth Coates

For most of my working life I have worked in the Charity sector. I am currently the Deputy Director of Operations at a Mental Health Charity. Our services continue to experience huge demand, with sharp rises in mental health issues in children, young people and adults.
I volunteer with the ‘Worcester Welcomes’ group, supporting all refugees and asylum seekers who arrive in Worcester, including from Ukraine. Many Worcester families offer accommodation or support, proof that Worcester genuinely is a welcoming place.
I am keen that everyone is able to access our parks and leisure centres and lead active and healthy lives. Better pavements and properly surfaced roads and cycle routes would encourage more people to walk and cycle. Improving bus services is essential and one of Labour’s key campaign pledges. These measures would go some way to tackling the traffic congestion and parking issues that blight the area.
Warndon & Elbury Park – Jill Desayrah

I’m Jill Desayrah, City Councillor for Warndon and Elbury Park, and standing for Worcestershire County Council. I believe in getting things done—judge me by my actions, not my words.
I run the free weekly lunch at the Warndon Hub on Shap Drive, I tackle litter and fly-tipping, I’ve improved green spaces and fought to restore youth services. I’ve pushed for walking buses and parking solutions near schools, and I’ve held housing associations to account on behalf of local residents.
I’m proud to stand up for our community and if elected, I’ll keep doing just that. I’ll fight for better buses, proper support for SEND families, look for solutions to traffic congestion around the retail parks and speeding on residential streets.
I care deeply about this area. At County level, I’ll build on my City Council work to deliver joined-up, community-first solutions. I’ll be visible, active, and working for you – every day.
Warndon Villages – Ed Kimberley

As a City Councillor, working hard for the community in Warndon & Elbury Park, I have already established a strong track record in my first year of office. I have been the driving force behind setting up and running multiple community litterpicking groups; with my colleague Jill I have helped secure free football coaching for young people on Warndon Green; and I helped secure a children’s theatre show to be shown to local young people at the Warndon Hub.
There is so much more that needs to be done to help our young people; particularly around road safety and school access. As your County Councillor, I will bring a practical, joined-up approach to solving local problems – whether that’s the dire state of our highways and our deadly junctions, or whether that’s the fact that so many young people struggle to access a suitable school place that meets their needs.
