Robyn Norfolk is a Labour councillor for Dines Green and Grove Farm and Chair of the Place and Economic Development Committee at Worcester City Council.
She plays a key role in shaping Worcester’s future — from planning policy and housing to improving local spaces and ensuring development works for existing communities.
Improving Neighbourhoods and Public Spaces
Robyn has helped lead work across Worcester to improve parks, play areas and community facilities.
This includes:
- Delivering the city’s Play Plan, improving play provision across Worcester
- Installing inclusive equipment so children of all abilities can take part
- Supporting upgrades to parks including Cripplegate, Gheluvelt and Dines Green
- Introducing communication boards to support non-verbal children
Her focus is simple: making sure every neighbourhood has safe, accessible spaces for families and young people.
Getting Planning Right for Residents
As Chair of the Place and Economic Development Committee, Robyn leads on major planning and development decisions.
She has been closely involved in:
- New guidance on home extensions and HMOs
- Ensuring developments respect neighbours’ privacy and local character
- Encouraging residents to have their say through public consultations
Her approach is about balancing growth with fairness — protecting communities while supporting Worcester’s future development.
Championing Inclusion and Accessibility
As the council’s Equality, Diversity and Inclusion Champion, Robyn works to remove barriers and improve access across the city.
She has supported:
- Accessibility initiatives bringing together local organisations and residents
- Work to identify barriers in shops, services and public spaces
- Practical improvements to help more people participate fully in city life
She believes Worcester is strongest when everyone feels welcome and able to take part.
